Visit to the General Director of Industry and Energy of
Comunidad de Madrid

On 2014/12/01 took place the visit of AENOR Plastics Certification Committee with the General Manager of Industry and Energy of Comunidad de Madrid, Carlos López Jimeno, and the department heads, Julio Gomáriz and Pedro García.

After the presentation of the Plastic Committee, the action plan to promote the use of AENOR certified plastic products, and the principles of objectivity and confidentiality with governing, and focused the great experience in the certification of plastics initiated in 1970.

Noteworthy is the interest on a fact: certification is not done for life, involves monitoring and implication of the manufacturer, based on its own internal control for the certification of quality, commitment prior to the application, which must be maintained along the time.

After exposing AENOR certification as a way to demonstrate compliance with current legislation, Technical Building Code (CTE), and the implementing legislation, which in the field of plastic pipe is composed mostly of European Standards (EN), future CE marking (not applicable yet for pipes addresses plastic, due to the not publish of the relevant harmonized standards for these products) and instead compulsory for other building products.

Particularly the future CE marking for these products, will require the conformity assessment 4, the one with simplest implementation, based on a manufacturer's declaration, without the intervention of a Notified Body.

Santos Santolino indicated that the visit wanted to highlight the necessary quality assessment and therefore certified products with the AENOR  N Mark as a confidence way for prescribers and users, recalling that this certification is recognized in the Register of distinctive quality CTE of the Spanish Ministry of Development.

When asked about the number of companies which currently have certified products, he referred this website to get updated information.
In Spain, there are 71 factories of certified products, which represent 36% of the 197 production sites worldwide, which are subjected exactly to the same controls by AENOR.

Carlos López Jimeno considered that the quality of the products is useless if the installation is not well carried out. The General Manager of ASETUB, Blanca de Arteche, said that since this association have been developing for years, in collaboration with training centers and other entities, specific courses to train and qualify professionals specializing in the installation of plastic pipe, in the field of civil engineering and building.

In these courses, it is delivered building manuals: technical reports on radiant cooling, geothermal and thermal insulation, among others, along with energy efficiency studies, which is shown in comparative figures.

At the end of the meeting, all of them agreed to organize a conference on the contribution to the energy efficiency of certified quality plastic products at the headquarters of the Industry and Energy Department of Comunidad de Madrid, focused on energy efficiency for the technical staff of this department, to carry out in 2015.
